That's why we have romances in the game: Liara, Ashley, Kaidan, Garrus, Tali, Thane, Miranda, Jack and Jacob - not to forget the new guys in ME3. Did I miss someone?

Sometimes there are unforseen obstacles in the development and targeted dates can't be matched. I could only speculate on what might be the cause of this "delay", but it's still going to be released 1 month before the main game so it's still a valid way and tool to test the new mechanics and everything. (imo)
