He, consistently, shows a care for civillian lifes and those of his troops. He forbade the use of explosives because "innocent" (this is Omega, afterall) people lived near Aria's club and his first tought upon seeing his men get injured is to send medics to them.
However,when Aria pushed him too far, he was willing to bring down Omega level by level if that was what it took.
He was still going to evacuate as many civillians as possible but leveling a city of millions is an extreme method.
Also, in my headcannon, Oleg was the one who recruited Miranda into Cerberus and mentored her.

Yes, a major concern is that there is some retconning and he is made 50% more evil, and has to be killed. Or even he stays as he is, but he says something like "I cannot betray the illusive man", and so Shepard has to reluctantly kill him.
I'm having an hard time picturing how Petrovsky will appear if they stay true to his character.
He would never accept TIM forcefully implanting soldiers and civilians alike with Reaper technology but I also can't imagine TIM would pass up the opportunity of rounding up everyone in Omega for experiments.
