I need to compose cutscene with "rule of third". 
 

But I can't undertand how I can to do it- i can't draw lines in cutscene editor. Is there any  way to do it?

These lines are only guidelines for you to imagine while composing your shots. Try to position the characters/objects you want to focus on within areas where these imagnary lines cross. There are a few good videos on YouTube that describe this further in detail :-)
