I can't stand that damn "poof" sound when you shoot the GPS, so I give all my squaddies the Eviscerator.

No, it doesn't kill enemies in one shot, no it doesn't proc ammo AS effectively as the Scimmy, and no it can't be pseudo-sniped with (Evi) or sniped with (GPS) but it's GREAT at stunlocking and have you heard the sound effect?

The GPS is a fine option, that is strong, but they seem to stay out of cover a bit longer and the animation seem to take a little longer too.
I wonder if there's been any testing to verify though, since it's partly conjecture, since I really haven't done proper testing on this.

This is very difficult to test, unless we were the bioware development squad. Its the same problem as Tempest vs Locust just too many variables. I tried to do it by timing how long a particluar mission took ( switching out the weapons ) but I never found out very much difference in time to complete a mission. I'd be open to some ideas if you could come up with some criteria to judge and a way to test.

EDIT: For squad mates I alwasy stick them with the Geth Plasma Shotty.

I've tried to figure out a variable to isolate, and I've only got focusing on the time between each shot taken by the squadmates.
Dunno if that might be a good place to start though?
