So, I recently purchased Star Wars and that's got me interested in other BioWare games, espeically the Mass Effect series for PC. I see on Steam that ME1 and ME2 are cheap and I'm thinking of buying them. Would it matter if I purchased and installed both games at the same time? I know that some of what you do in ME1 carries over to ME2, but does that mean I need to finish ME1 before purchasing ME2?
Installing ME1 and ME2 at the same time....

You can install them in either order.
I would recommend however, that you get all your ME1 playthroughs done first, as playing ME1, importing to ME2, back to ME1, then importing new save into ME2 can lead to some confusion on the import screen, in the form of doubling up of imported saves.
