Of course, this is all contingent on whether or not you believe Varric. He may just be telling a good story - spinning a little "riding off into the sunsent" for dramatic effect.
(But I'm sure that Isabela and my Hawke are off having salacious adventures together. It pleases me to think along those lines.

Varric's comment will align with whoever you completed a romance with, be it Fenris, Merrill, Isabela, etc. So the implication is that yes, Hawke and his/her lover are still together in the days (months? years) following the battle with Meredith. Now, whether or not they are still romantically involved is up to the player, I suppose - maybe they're partners in crime or do-goodery, maybe they're simply on the lam together.

One of my Hawke's romanced Isabela (first) and then Merrill, and when Issa made her offer, he took it and brought Merrill along with him. I just love the idea of those three sailing away from Kirkwall to exotic ports, becoming freedom fighters for mages wherever they adventure.
To OP: I think Varric's tale is as much lies as truths. (He admits he lies a lot). I always make my Hawkes exceptional beauties because, let's face it, Varric is building him/her up to the equivalent of a movie star. (Listen as the years pass to the two drunks in the Hanged Man who go from discussing the Blight/Warden to repeating some of Varric's more outlandish rumors about Hawke). There are a couple conversations where Varric discusses Hawke, the synergy of what makes a hero and what the rumors are going around about him.
Varric is a born storyteller and the dwarven bard is never more in his element than when he has a captive audience.
