People in the Game industry tend to hop around quite a bit, especially after IP's finish and such. Houston was pretty high up so he may have gotten an offer from someone else and he decided to take it. Happens quite a bit.

This.  As a producer, his job is largely finished on this title (and series).  Anything else is just conspiracy theories.

I suggest you compare the credits for both games side by side so your list will be complete. Not sure what use it'll be when it is, but it'll be thorough at least.

That's true, game artists as well, one of my favs Kolby Jukes worked quite a bit on ME 2, he's at 343 Studios now working on the next halo.

L'Etoile left to work at ZeniMax Online.  Haven't heard much about or from him since. No idea if he's even still there.

Here's a conspiracy for you.

He announced he was leaving right after he mentioned finishing his definitive playthrough for his FemShep. The implication here is obvious: he was only working at BioWare so he could play Mass Effect before everyone else. Now that he is done, he's moving to Tahiti.
