Its a shame too since its a really cool looking gun.

I mean if you try to unequip one and switch to a different weapon they dissappear, what the hell?. Not to mention you should be able to bring them along and use them when you want to not when the game deems it suitable.
So far as weapons go the way they treated the heavy weapons is my single greatest dissappointment with ME3.
The ME2 system was really flawed too; but its a pity that rather than trying to fix it they just threw it out.

Upgrade the weapon fully at the terminal and then apply a Stability Damper V like you said, and also add on the Assault Rifle precision scope.

Stability damper yes; but I'm inclined to go with a heavy barrel to boost damage instead of a precision scope. Even with a top of the line stability damper the recoil would make the Argus pretty useless if you're zoomed in with a scope since the heavy recoil will push your sights off the target (as with the N7 Hurricane SMG).
I can see the Argus as being a decent short range compliment to a Sniper Rifle although personally I'd much rather use the much lighter and more versatile Phaeston to compliment my Sniper Rifle or maybe the N7 Valkyrie if I'm not concerned about weight.
The big problem with the Argus is just that its too damned heavy. If it weighed less I might use it.

A. Second playthrough with access to max rank stability dampener and damage.
B. Marksman bonus power.
C. Soldier class.
Any of those make the gun useful. Soldier thanks to weight capacity and playstyle gets the most out of this gun which kinda makes sense. An adept wouldn't want to lug this around and neither would an infiltrator really.
Not saying other classes can't use it, but soldier gells with the gun best.
Soldier+marksman+max rank stability mod+damage mod=beastly with m55 argus.

Well I don't have Marksman so I can't attest to that; but as a Soldier it seems like a lot of trouble to get one gun working.
One problem I see is that using marksman is going to keep me from using Adrenaline Rush which I've got speced to give me a 75% weapon damage bonus and a 50% boost to my shields each time I use it.
Marksman's potential +70% firing speed bonus and +50% accuracy help compensate for my adrenaline rush's +75% weapon damage bonus and time dilation; but because I'm firing 70% quicker to do the same damage I'm also going to run out of ammo 70% faster.
The Argus does seem like it has good synergy with Marksman; but I don't think Marksman is a good bonus power for a Soldier.
I think a Vanguard with Marksman would go well with the Argus as a more versatile alternative to a shotgun.

Infiltrator with Black Widow and N7 Hurricane, both of which are love-hate relationships for me.
Hurricane may handle like a pig, but I don't think I've ever had as much fun shooting a gun in ME as I do with it.

I'm playing a Soldier in single player right now; but I've been playing mostly as a human Adept in multiplayer.
For my Adept...
Avenger Assault Rifle with Stability Mod and a Predator Pistol with a Scope.
In multiplayer the Avenger is my Adept's go to gun since I do most of my damage with biotics not guns and having something versatile and lightweight is a priority. The Avenger is a great gun, everything I wanted it to be in ME2.
Its versatile and easy to use, it can provide suppressive fire on full auto and can even achieve pretty solid accuracy if you burst fire it and best of all its really light weight.
I also roll with a scoped Predator pistol since at this point I can carry an Avenger and a Predator and still get a +200% cooldown bonus.
For my Soldier...
My soldier is built around Adrenaline Rush so I try to use a more lightweight loadout.
For Close Quarters....
N7 Valkyrie Assault Rifle with Stability mod and high caliber barrel and a Scimitar Shotgun with high caliber barrel and a piercing mod for close quarters.
The N7 Valkyrie is probably the most versatile gun in the game, accurate and damaging enough for precise long range shots; but with a fast enough rate of fire to effectively use in close quarters or for suppressive fire. I bust out the Scimitar If I'm getting mobbed by a bunch of enemies or if I'm in really tight quarters or if I need to take down a Cerberus Guardian since I have it upgraded with the piercing mod.
Despite its versatility the Valkyrie isn't super accurate though and it is a very heavy weapon so sometimes I use a Mattock instead of a Valkyrie since it weighs less does almost as much damage and provides superior accuracy, although it is harder to use in close quarters. If you don't have the Valkyrie then a Mattock and Scimitar is also a very nice combo for a Soldier.
For Long Range....
N7 Valiant Sniper Rifle with high caliber barrel and a concentration module and a Phaeston Assault Rifle with high caliber barrel and a stability damper.
The N7 Valiant is a very hand sniper rifle since it has the power and accuracy to drop low level enemies with one shot; but also has a 3 round clip which I can precisely unload during a single Adrenaline Rush allowing me to quickly down 3 low level enemies. The Phaeston is basically a more powerful and accurate version of the Avenger that can handle everything except for long distance sniping. The Phaeston does weigh more than an Avenger; but for a non caster class like a Soldier the extra weight isn't a big issue.

-Valiant is one of the best snipers in the game, with plenty of punch but enough shots to make up for the many times I happen to miss.
-Tempest with Cryo Ammo dominates close quarters. Send all the husks and marauders you want...I'll just be here shooting them in the face with frozen ammo.
-Arc Pistol is no sniper rifle, but it's great for those bulky, mobile enemies like Brutes and Banshees, who just won't stay still long enough for me to line up headshots.

I'm going to have to try the Scimitar build of yours. . . I used it in MP during the demo and didn't really care for it so I stuck with the Katana, in ME2 Scimitar and the 300 M were my 2 fav shot guns but in ME3 I just love the Katana I also noticed that alot of Vanguards in MP stick with the Katana also

Well the Katana is lighter than the Scimitar and it does more damage with a single shot, so its better for Vanguards since they try to get their kills as quick as possible then charge on to the next target. Its also probably better for Infiltrators for the same reason since they use shotties more for quick ambush kills.
However if your Soldier is within shotgun range then you aren't ambushing anyone since the enemy probably knows you're there already and you can't get away quickly by charging off like the Vanguard can. So you're going to have to fight your way out and in that case the Scimitar's faster firing rate and larger clip makes it better for prolonged engagements, particularly if you don't use melee strikes much.

My Revenant has a Rate of Fire value of 700. My Hurricane has a listed RoF of 600. Yet, in game, the Hurricane fires much, much faster. Is there a multiplier somewhere that I'm missing? Looking at the statbarrateoffire, it's listed at 1200 for the Hurricane - I thought that perhaps all SMG RoFs were doubled, but the Shuriken has a listed RoF of 1100, but statbarrateoffire of 800.
What's the deal here?
