Definitely not a mistake
When the weapon has overheated, it will produce those sounds and fire nothing but steam until you replace the heatsink with a new one. This works the same way as it did in ME2, just with better feedback as to what's happening. It occured to me one night in a dream (not even joking) that the ME1 beeps should be there. When I put them in, it just felt... right...

It makes me happy to hear that some of what made Mass Effect cool (beeping futuristic weapons, the Normandy's moody lighting, the big Citadel hubs) is making a comeback. One of the big problems I've heard (and experienced myself) with ME2 is that it lost some of the identity that the series was "born" with. Good to know that you guys have that covered moving into ME3.
