I'm thinking they brought back the overheat noise just for the sake of it.

The guns still overheated in ME2, they just developed an actual way to deal with it in the two years following ME1.
Those Cerberus jerks removed the beeping from all of your weapons - but the Alliance put it back in.

All in all, I'm not excited about having to scrounge more clips and being constantly on the lookout for stray ammo drops again (much prefer to focus on the enemies), but I'm glad that Bioware's at least bringing back more of the original Mass Effect look/sound/feel for ME3!
Also, am I the only one who's excited about the SR2's new atmospheric lighting? I loved the SR1, and it looks like the SR2's on track to beating it for me.
