It could be based on seniority. I'd venture a guess that a Spectre that's been doing their thing for say 20 years would be a higher 'rank' than one who has only been doing it for six months. Again it's just a guess, I don't know anything for sure

and dude if Ashley is a prostitute than I guess prostitutes in 2185 are less gross than they are now because I saw one (well, several) in Providence RI that actually made me cringe.
