S1 is the starting ranking for all System Alliance Military personal. Now this was taken from Mass Effect Wikia page about the N7 ranking, but it is almost the same thing, besides the N7 and the Special Forces section

That's an interesting theory, however this is mine: she was already past the starting rank, and I said before I think it's a new one the Alliance created to distinguish their spectre inductees (because the Alliance is a full-fledged Council race, they get additional SPECTREs). Since SPECTREs are outside of official Alliance ranks in a technical sense, the 1 may be the standard to keep with the Letter-Number system they established.

I'd guess he probably got it from S- 'S'tarting. Other than that, I don't know because as you said she already reached B4, whatever that Code stands for.

Meh it is better than before even if her face looks plastic and her hair is down.  But she isn't in combat so if she wants her hair down fine.  I think this is a case of where complaining paid off, I really doubt she had this level of armor until people raised a big stink about it.  Until then it was the sci-fi version of the chain mail bikini for all women.

I love her armour. I actually like how it's similar to female Shepard's armour. I hope/wish she wears her hair in a bun at some point, but I think she's great how she is. Feels good to be getting Ashley back on the team.

It's the same type of armor femShep wore in ME2.  It's just blue instead of black and says "S1" instead of "N7"

It's real, honest-to-goodness armor.  The best of all possible worlds.

They thought they were catering to fans wants and needs , but after the whole where's her armor topic.They decided to just keep the new hair style along with giving her armor/helmet.

That's likely the case.  Changing a person's hair can really alter a person's appearance to many people.  But when you really look, the hair's the only thing about her that's really changed.  I'd also prefer an option to pull it back, but the armor was the most important thing.
