That's an interesting theory, however this is mine: she was already past the starting rank, and I said before I think it's a new one the Alliance created to distinguish their spectre inductees (because the Alliance is a full-fledged Council race, they get additional SPECTREs). Since SPECTREs are outside of official Alliance ranks in a technical sense, the 1 may be the standard to keep with the Letter-Number system they established.

Meh it is better than before even if her face looks plastic and her hair is down. But she isn't in combat so if she wants her hair down fine. I think this is a case of where complaining paid off, I really doubt she had this level of armor until people raised a big stink about it. Until then it was the sci-fi version of the chain mail bikini for all women.

It's the same type of armor femShep wore in ME2. It's just blue instead of black and says "S1" instead of "N7"
It's real, honest-to-goodness armor. The best of all possible worlds.

They thought they were catering to fans wants and needs , but after the whole where's her armor topic.They decided to just keep the new hair style along with giving her armor/helmet.

That's likely the case. Changing a person's hair can really alter a person's appearance to many people. But when you really look, the hair's the only thing about her that's really changed. I'd also prefer an option to pull it back, but the armor was the most important thing.
