how does one tell the time during gameplay?  salute!

In the map section you can choose to visit city areas during the day or during the night which opens up different missions. However when a character says a mission takes place "tonight" it really does not matter how many day and/or night missions you do before the "tonight" mission in whatever order. That "tonight" mission can be done on ANY night within a game chapter. Game chapters take place one to three years after each other.

Missions outside the city are ALWAYS daylight.

No problem. I liked the game overall but it is flawed. I hope you bought it on discount and try the DLCs where a lot of the game design complaints were addressed.
