As a whole I'd say yes. Some people argue that it's a sequel to the TV series, although I think that could be debated both ways (it is an interesting theory though) otherwise you could look at it as just an overly surreal retelling of the story with some interesting plot variation.
If you found the TV series to be odd though then this is 10x stranger, I don't want to get too spoilerish but I'll say this much (putting it in spoilers just incase you really don't want to know about anything beforehand):
You could call it drug inspired if you wanted, or just *really* symbolic and surreal.
The imagery is pretty fantastic imo and some of the best in the series.
Also you know how the TV series mainly just had implied yuri? Well you can kiss the implied part goodbye in the movie.
And finally you do get a short haired Utena~
(Seeing as Utenas hair was one of my favorite things in the series, I have mixed feelings about this as I'm sure you can understand)

Also I don't even know what's going on with AC anymore. I wish they'd just drop the present segments, never liked them, and they interrupted the most important part of 4. Which was doing Pirate stuff.

But Revelations and 3 I think were warnings the steam was running out. All the issues with Unity (The female controversy, all the glitches, etc) means it's only a matter of time before it's finished.

Well it hits hard with every series, in one way or another. It seems like the biggest issue was just having a "oh hey, this a cool historical setting kinda," and then it quickly felt to me like "oh, we need another one don't we?"
Kind of like CoD back when it was WW2 a thousand different ways.

It's not, unfortunately. At least not here. The TV series is like 39 episodes so I'm not sure you'd want to marathon it all at once, but maybe over the course a few days it wouldn't be too bad. Be sure to let me know your thoughts if you do since the series is still fresh in my head.
