The anime fandom is weird when it comes to opinions.
I generally stick to here, since I agree with like 80% of them.
I have noticed opinions on psycho pass 2 have been rather split. Personally even though Ko has disappeared I actually prefer it to season 1 so far.

As for Pyscho-Pass, yes it does all that nicely. I'll still say it's about as subtle with its themes as a crocodile in a swimming pool, but it doesn't bother me in the slightest.
