Yes. Yes, it does. As for battles, they are great without a doubt, but there are a lot of them and due to budget constrains you will see some repeated scenes in several battles (e.g. When an army fires arrows, it is the very same used several times). Also, since it is based on the book, which is heavily romanticized, there will be some exaggerated nonsense you will have to deal with. Mostly in terms for the 'heroes' in the show having ungodly fighting capabilities (one scene has a character jumping head first alone while carrying a baby in his arms into an army of thousands and is basically dominating in the battle). It is something getting used to.
Otherwise it is great, with a strong political and military focus, alongside great characters (Cao Cao) and historical contexts.
Is there a decent fansubbed version of it to find? I just looked up a bit on it and found the official dub to be nopenopenopenope, which is apparently a common reaction among reviews as far as I read. They also mentioned it has good fansubs, but didn't link anything and a short search didn't yield promising results.
