Well, that's a loaded question, so I'm going to split that into 2 parts.

 

Part 1

Yes, the anime, last time I saw, is currently testing the waters for how it would be recieved, looking for voice actresses, and may be in the preproduction phases

 

Part 2

 

Up to Chapter 30, but there are quite a few errors in it, it's a bit of a rush job not done by the original team, and translated from the Chinese translation, mangaka is taking a break to catch up on other manga, so 31 is going to be later.
