Kinda. It feels like set up for later stuff though with the reveal of may behind the scenes things which I can't tell you because spoilers. It's also significantly shorter due to it only adapting 3 novels. I still enjoyed it a lot though despite this.

Incompetent. If I was thrown into a band of kickass mercenaries. I would learn everything I can from them to become just as competent and deadly as them since it was my decision to stay. He barely has any growth, and when it does happen, it doen't transfer over to the next episode well.

He does have character growth, just not the "started a weakling, now beats giant death robots to scrap metal with his naked fists"-way. The other Black Lagoon members lived from half to a full lifetime of criminal activities, whereas Rock was an invisible bureau bee who has been mocked by his peers and superiours without having stepped up for himself. This is the same guy that stared into Revy's gun and verbally ripped her a new one whilst residential badass, trigger happy Miss Two-Hands has been repeatedly telling him that she'll kill him.
That's quite the character growth. It's just that it stays a character growth and doesn't show itself in some physical embodyment like more muscles or reckless acts.

It should be noted that Black Lagoon isn't a very consistent show in the way of having a clear design focus on what it wants to be. It is part action show, part gun porn, part love story, part comedy and part social criticism. It just happens that a big part of the social criticism aspect is focused in the character of Rock and how he acts/interacts, whereas the other aspects I mentioned are split pretty evenly across all characters, making Rock stand out.
