This is the first REAL serious arc.
Before you reach that I recommend the movie over the series.
So watch the Benzikura arc movie instead of that one.
Same goes for you Chris and anybody else watching Gintama.
It's just that final fight is made 10000000000000000x better.
It's also essentially the same.
So Benzikura arc movie > 4 episodes.

GITS's case is a flaw.
Because it clearly isn't about the characters.
Episodic episodes serve to nothing and are clearly overshadowed by the superior Laughing Man Case.
That's why 2nd GIG improved on that and was better.
Bebop is all about the characters.
And the "overarching plot" is there for the characters who drive the narrative forward and what the narrative is centered around.
That plot is there so that we see how Spike's past is catching up to him.
There we go.
It's simple.
It's not that GITS isn't about the characters, it's that they never fleshed out the characters in almost anything GITS related except for Motoko, Batou and Togusa. In the manga GITS is a lot more character focused. Yes, that is a flaw in Stand alone complex.
Still, the overarching plot didn't even matter to most of the main characters but Spike.

It's been a rather long time since I last watched Bebop completely (I think around 14 years sounds about right) so I might be very off but the one thing that ever really sat as an issue for me was Vicious. It's kind of hard to put into words why, the rest of the cast fascinates me, and the episodes surrounding their backstories and such were top notch (Brain Scratch being one that always stuck with me. I hope I'm remembering the name right though
). It's just that something about the way Vicious is handled felt kind of... lacking for me I suppose.
I remember enjoying the movie quite a bit as a whole though!

Vicious isn't the overarching plot, as much as his recurrence might resemble one, he's but a chess piece that serves to accentuate Spike's backstory as well his development, just as much as Faye's is conveyed through her actions as a femme fatale and the close examination on her past record as a cryogenic patient who woke up to an unfamiliar and uncaring world. I'd argue to say these two gets the greatest development out of all them although Jet certainly gets his share as well in a few of the episodes that largely deal with his past as a police officer coming back to lecture him once again. This is largely what Bebop is about. It's about the Bebop and its crew, anything that might resemble something as an overarching goal is thrown to the wind and all for the better.
Although Vicious fell short of being a foil to Spike -- In a lot of ways I'd argue that Vincent Volaju fit that criteria a lot better, due to how he felt like a closer reflection of a man that Spike could have become.
