They did it on purpose to trick people into thinking it was the same Saber so when people picked to have her as their servant in Fate/Extra(you have a choice) you would be expecting the Saber from SN only to be surprised by a haughty, egotistical and materialistic emperor.

 

She also bitches about Arturia in the game too.
