Reinhard's popularity and loyalty stems from a very sensible reward/punishment system unique to himself. It's one of his finest qualities as a ruler. Competence over flattery; honor over deceit; courage over cowardice. Reinhard surrounds himself with competent individuals and utilises them to based on their own flaws and merits. For the trust he gives, in return, trust is rewarded through their loyalty. 

 

This is the reason Oberstein is despised. I don't think he mistrusts everybody, but is far too sensible/pragmatic/calculative to deal with absolutes. Though Reinhard is a brilliant man, his judgement is often clouded by the love he bears for his subordinates. 

 

So this rebellion is a source of Reinhard's lack of foresight and the other's reckless pride and ambitions.

 

I won't say if he will/won't rebel, but it's not because of what you've mentioned. It would give him the resources, but keep in mind that every other admiral under Reinhard would literally die for him.

I'm a little biased to bestgirl Oberstein, but the fool really does all of this to himself.

Was that part directed towards me or everyone else?

 

From your comment I still don't understand what Oberstein's problem is with how Reinhard rewards his generals. Does he dislike that certain generals are just better than others?
