If anything, he'd probably welcomed it. More magic after all and Tohsaka influence over the Matou family. Plus, if he wanted to be really dastardly, he could just wait for that Zouken geezer to bite it and potentionally get access to unique magic.

I believe so yes.
The reason Tokiomi gave Sakura to the Matou's is because he wanted her to realize her true potential as a mage since she and Rin both have a lot of potential for their respecitve magic afinity.

That's kinda what I thought. I mean, he's already willing to give his daughter away to the Matou family. He surely knew that the Matous were desperate to win the Grail War and were probably into some shady stuff.

Myths and legends and claims of amazing deeds are not uncommon.
Factual proof is lacking.
And hey, I can give a 13-year old a gun, and he can kill someone. That doesn't make him a expert marksmen.
And tell me, if she were a few years older, would that negatively impact her role in the story at all? No, it wouldn't. If anything, it would give her role as a gifted mage apprentice more credibility, as learing requires a lot of time.
So please, give me one good reason why is her age so vital?
