Because of Zoukens knowledge of heroic spirits, command seals and summoning, he was able to use Assassins body as the catalyst for True Assassin(Assassin was a fake one since he was summoned by Caster) Zouken is very very very dangerous, he might be a old toad but his knowledge trumps everyone.
