His stats are not that low if you think about it(if Rin was not his master he would be lucky to even have D stats). Also since he is a counter guardian, if the World summoned him, he would be a pure heroic spirit and no servant can stand up to a pure heroic spirit and since counter guardians are the only ones the World summons for clean up....

Considering how Archer's ability works his stats aren't that relevant.

 

Archer is also not the kind of person to fight head on when he know that his enemies are stronger.

A CG Archer would probably even be able to defeat a serious Gil since they gain enough power to complete their task.
