Unless she got a buff recently, that's not true.
Marth's tipper has a damage modifier that's 25% stronger than than Lucinas blade.
Not to mention Marths Hitbox has a longer reach with his attacks.
The Tipper also kills at earlier percentages.
Only thing you can say is Lucina is consistent.

marth has a higher skill cap because hes only good if you master tipping and the specific situation they are good at.

 

lucina isnt bad, shes a generalist character and marth is a specialist character. but being a specialist makes him suck hard at his bad matchups where lucina doesnt suffer as much. also dat shield breaker.

Both characters suffer from bad matchups.

Any consolation I prefer Ike and Roy over Marth and Lucy.

Any character suffers from bad matchups. Comparing Lucina to the other emblemiers is comparing apples to oranges. She does different things. If you play Lucina like Marth you gonna have a bad time. But if you play Lucina like Lucina you will have a jolly good SMASHING time.

 

edit: Marth is a spacing character, lucina is a closerange character for you fighting game nerds out there.
