S1 is full of idiots that have kept this war running for 100+ years.
Even the existence of Isernholn is pretty insignificant and the show is aware of all these things.
The story is aware of these idiots as S1 doesn't go an episode without Yang or Reinhard + company complaining about them.
Once the top dogs take their rightful place the game changes.
It's pretty much shown in the first two episodes when Yang takes the helm and the entire nature of the battle changes.
