Hell yeah, it's good! Definately Black Lagoon level. Funny thing is I've read that the show has a crossover moment with Black Lagoon (as in in-universe, not fanfiction) though I didn't check it up because I wanted to avoid spoilers.

Show keeps getting better per episode.
As a small side fact, it actually portrays sniper fire correctly, with projectile travel and the sound of the shot arriving after the projectile hit. I know, it's a minor detail, but I totally dig that kind of accuracy (pun intended).

Based on the first five episodes, whilst Jormungand doesn't really fall short in the action department, it isn't as over the top as Black Lagoon likes it and the characters and their skills are not unrealistic so far. Quite the contrary in fact, as I had pointed out, so far the show really sells itself to my by way of being genre untypically accurate and detailed.

Quite often anime has characters that are walking emotional problems. Find one, ramp it up to 11.

As to over-emotional - that's why I damn hate most of Attack on Titan, eveything akin to Kaiji and that prison show called Rainbow. Really overdramatized idiot characters all over those, in my opinion.
Yet "believably, intellectually and thoughtfully angsty with a reason to it" is what makes many characters great. Some sad melancholy or a desolate feel has weight. Doesn't need to be emotional per se... Just that the piece needs to define and flesh out the existentialist side of itself in nuances dealling with emotion as well, for me to like it.

Its one reason I could see the anime going off in a completely different direction. Manga Eren can control his titan form fine, going berserk has not been an issue. Anime Eren on the other hand goes berserk every single fight and it has only gotten worse.
When Eren is fighting the female titan in the city at the end of S1 in the manga he is only trying to capture her and subdue her, in the anime he is tearing her limbs off with his teeth well going on about how hes "free" and how hes going to "destroy the world"
