Lots of bullets flying everywhere and lots of misses.
In anime (and in general fiction), a master gunslinger/marksman has dead-eye accuracy, making impossible shots with easy...as long as the enemy is mooks.
When they fight against another marksman/skilled opponent, their accuracy suddenly drops and they can't hit a broad side of a barn anymore.
For swordfighters, being a master swordsman grants superhuman strength and speed. Ya know, how they block attacks from giants and such with ease. No amount of technique or experience can explain that.
Or how they dodge massed assault rifles..because the enemy makes stormtroopers look competent. At least Jedi can bounce shots and have some (pathetic) excuse in the Force.
See, I've come to accept that as a rule. Sure, it isn't the BEST way to tell a story, but it's a pretty minor thing, especially when it comes to shows like Cowboy Bebop and Black Lagoon.
If all they were was Micheal Bay knock offs, then fine, action is an important element. But these shows have their characters, and that's what make them so interesting. Also, Black Lagoon has some awesome gang politics going on. The action is just a bonus for me in the end, the real juice comes from the development and plots.
I especially liked Rock's recent 'change' as the chessplayer, trying to save everybody's lives because he failed so bad in the last two seasons. That's what kept my attention, not the fact that Revy is so freaking hot everytime she shoots a pistol and does some weird-ass impossible flying black flip somersault two weapon attack. xD
