The fact that that thing you like has flaws. Maybe even very big ones.
Uh... duh? But what does awarding things more than a 9/10 have to do with anything? That's what's throwing me off. I've never seen a serious reviewer of anything not acknowledge that even a "perfect *insert media here*" is still flawed. Because pretty much every time a perfect score never truly represents perfection. If someone were to review KLK and give it a 10/10 while acknowledging that it is flawed, however slight, it wouldn't be wrong. If you're approaching your scoring from the perspective that what KLK does right is so well done that the negatives you notice don't even detract from the experience then a "perfect score" would definitely make sense. That's what I've noticed in more professional video game reviews, I'd assume it be along the same reasoning for an anime reviewer that felt KLK deserved a 10/10, 5/5, etc.
I don't think anyones opinion can be summed up, or even deciphered, numerically as it would simply through ones own words. I write small reviews on films and even some on games on Steam by summing up what each of them do right. Each medium, however, is judged on very different merits but they each have something common. They are not held up at gun-point by any one number to tell whether they are quality or not.

Perfection can never be reached. And if you already gave a 10/10 to X, and Y pops up and is better?
Frankly 0/10 and 10/10 are to my mind ideals. Scores that are so unlikely to be correct when given, that no one should really give them.
As the old saying goes "the truth is often in between". And the normal distribution dictates that most of the things in the world fall into the average category. And the more you deviate the more rare it is and less likely it is.
Hence the farther one deviates from an average score, the more one should be critical of himself when passing a score, as the likelihood of bias and being wrong increases.
Simply put, by avoiding 10/10 or 0/10, giving himself time, and distancing oneself from the object that is being rated, one reduces the chances of being off and can come to a more comprehensive and thought of analysis. This also avoids quick and emotional responses (Like rage quitting a game and immediately giving it a 1/10, even tough the game doesn't deserve that low a score)

Usually when the score is extreme. In the vast majority of cases.
Reading the actual full review full of vitirol/drool also helps.
