Because I enjoyed LOGH I want to set some expectations. Yes, it was a lot more fun than most anime out there, but at the same time, I personally did not anoint it the greatest anime of all time. (maybe 7 or 8??)
I'd characterize LOGH as like an "intelligent" anime, because it was basically written by a guy who had a Ph. D. in history or something and he was pretty clearly drawing on a lot of historical background from WW1 and WW2. Consequently, you didn't have guy X getting mad at guy Y and kamehahaing to oblivion. Was Y stronger than X? What limitations could prevent that from realistically happening? What if guy Y defects? These kinds of things made the universe more compelling, characters didn't just run around hurling small planets at each other.
At the same time, something like Code Geass I'd say has an accurate representation of an "intelligent character." It's not going to delve into the meta-politics of democracy vs. totalitarianism as much (although it does kind of occur at times), but it's going, lets put a microscope over the future leaders of WW1 in WW2 at a local Japanese high school, and go, how cute is X? How will Y respond? What will happen at the tea party later tonight?
That said though, this is a simplification and there plenty of rich and interesting characters doing silly things and investigating their personal life in LOGH (like Yang and Frederica, Reinhard and Annerose). The biggest reason I put it below greatest ever is....
