Maybe, or maybe not. I used to have a hard time following GitS before, but I grew accustomed to it this time.
I'll give it a try though.
Mary voices Motoko again, and I hope the same VAs go for Aramaki and Batuo for the dub.
Change Batuo and you can bet all you want but I ain't watching Ghost without Batuo's English VA.

To clarify. GitS is hard to follow, it's a general rule to the show for some reason. I think because things go waaay fast. Take for example, the 1995 movie.
In the start the programmer responsible for the AI mentions a project 2501. This programmer isn't mentioned until an hour later until LOTS of things happen. You need both a good memory and attention span for it.
Both which I've got... somewhat. I switch it on for GitS.
Then again, it's not because it stands on some higher plane than other well written anime. LOTGH is just as complex (albeit for different reasons and can't be compared on anything other than quality) but is far easier to follow.
The philosophy points aren't really the parts that confuse me. It's more the names and how they get juggled around as well as the acronyms used for organisations that get mentioned once in full.
