And while there were kings and princes that were very young, you'd notice that building a kingdom and waging wars is not done over night. So even if Arthur was 15 when he started out, by the time Camelot was formed, the knights assembled, etc.. he would be a LOT older. Especially given how long his reign was according to legends and IIRC, according to FSN lore, aren't servants whisked away moments before their death?
Either way there was no reason to make Arthur a female. None. Except to have another woman in the harem.
