I'm going to say the thing I always say
and nobody ever listens too. Don't watch the second arc. When the show pops up with the first credits sequence do not keep going.
<Spoilers SAO> Hey! I stopped on a dime on episode 13, I don't think I'll ever finish the series, heck probably never even episode 14.
It wasn't just that people were saying that though, it was pretty obvious the anime was going in a completely different direction and I just figured I wasn't going to be interested.
I bet it's probably fine anyway, but I struggle very hard to finish the best of the best animes so whatev I guess.
A good anime is like marriage. You go with it through the good and bad times until series finale or death part you. People who dump it at first signs of dissatisfaction should pay alimony.

But yeah I did drop Gundam 00 partway because one of the character's had an insanely bad haircut and I just couldn't take it. Supposedly a really good Gundam too.

So When They Cry is a decent horror with a ton of mind f*ckery that ACTUALLY gets resolved. It's hard to explain why it's good, so the only thing I can say is try it out.
The first season is the 'questions' part. You'll be presented with different arcs every four to five episodes of the same characters doing similar things. Then you'll have the 'answer' arc in the second season where basically EVERYTHING is explained. And I mean EVERYTHING.
It's really gory and gruesome and well... the main cast a bunch of f*cking psychopaths even to the point where you think there's no way they could be like that. But that's the fun of it.
Trust me, you'll enjoy it if you like horror and mystery combined. Oh, and almost every arc starts as a comedy. Yeah, it's a real gem xD
Just pay attention to everything and you have to watch the second season straight afterwards or else you'll just forget what's happening and the 'answer' part loses its oomph.

I haven't watched the anime yet, so House might be better for that comparison.
But from what I've been hearing here of the anime, it's about the same as mine is from the manga.
I enjoy it because it knows what it is and does it well. Though to be honest, I didn't like it at first but it grew on me as I read more.
So yeah, I'd say if the anime finishes off at a point before the manga is now, you should finish it off with the manga.
If it deserves a read from chapter one to where ever the hell it is when you start... that's more House's jurisdiction xD

Higurashi was one of my favorite anime but I actually made a huge mistake. I accidently watched the answer arc before the question arc.
So yeah that was really weird when they showed al those flashbacks.
Mion was my favorite character.
