The quarians aren't affiliated with either Cerberus or Legion.
And if they were prohibited from owning property, then explain the Migrant Fleet.
Even in the Migrant Fleet people have very few belongings, most things are public property.

More like because a part of Cerberus didn't come to Shepard talking about a schism in the group and asking him for help so the other ones wouldn't mindrape all of them and saying their portion was peaceful and didn't want to deal with the crazies.
Also helps that the Quarians were going to kill all of them first.
As for manipulation...ORGANICS manipulate organics.

He gave my Shep no reason *not* to believe him. He ignores mulitple opportunities to attack Shepard (if that's his intention) and isn't remotely hostile and is rather truthful and blunt (nothing he says has been proven to be a lie). So yes my Shep's willing to give him the benefit of the doubt.
TIM meanwhile lies to my Shepard FOR NO REASON! (we believe Liara Tsoni is working with the Shadow Broker! ...wut? Liara's openly trying to take down the SB AND YOU EVEN GIVE ME INTEL TO GIVE HER ABOUT IT!)
It was either the heretics or in self defense. Neither of which condemn them to me.

genocide Quarians and basically bring about ruin to the species. The
