So question is, as an councilor or councilor's adviser?
Either of those are true for all playthrough's.

He obviously must have some idea of how quarian titles work, since he seems to get the translation for "Gillian nar Idenna" right (although he does capitalize "nar" for some reason, which is also incorrect...).Someone With Mass wrote...

I think the idea was she was sort of an honorary child of the ship. Then again, maybe that's being too charitable.

I desperately don't want to be rude to you, but perhaps you are missing something in the language. The phrase "representive to the council" is literally the one that Anderson uses to refer to himself if you choose him as the human Council Member.

In case the council, who as you know totally ignores advice from the saviour of the damn galaxy (Staff Sargent Shephard) , wants to hear some expert testmony from a teenage boy.

Seriously, I wouldn't be surprised if he states somewhere that the drug red sand is made out of the sand from Mars' surface and it affects anything.

He made Udina a Councilor by canon.
Though then again, Anderson might have resigned if he was a Councilor, so my point was probably thrown out of window.
