Its possible. The Batarian homeworld seems to have different nation states on their actually fighting with each other. Some maybe more friendly to aliens (not too much though) to the point where if bribed they could let a human on the planet.

I'm gonna stop reading, too. The excerpt has a lot of grammatical and lore-related mistakes, not to mention a choppy writing pace.
Some people will probably like it, but eh. It's not my kind of read.

just dont read the books or comics. just ignore them and pretend they don't exist. they always try to retcon the lore, or force a canon storyline (like this whole council fiasco).

There is no human council canon. Only human led council. Probably between ME1 and 2 someone pointed out to Udina how it was utterly stupid and a good way to end up like the Krogan.
Though it doesn't sound particularly human led either, and I can't understand why it's the "human council member" rather than "Udina". Maybe it's too avoid drawing attention to the lack of names for the others, but it's still a odd when Anderson knows Udina pretty well.
But at least the Salarian councillor doesn't think we can afford to dismiss these claims about the "Reapers". That's progress at least.
