If I romance both, do they confront me at one point and ask me to choose one? Are there negative repercussions with the one you did not choose in subsequent games or are they cool with it?
Also, before you hook up with your LI before Ilos, you can turn them down - does this have negative repercussions or does it just mean they were are still friendly but had no romance in the subsequent games?

Yes, they will confront you. No there are no special negative consequences with the one you turn down as of the end of 2.

Yes they will confront you and you will have to choose.
As for Ilos, if I remember correctly if you turn them down right before the sex scene it is more of a "Let's not do this now" kind of thing, but they still count as a romance when importing. (At least it did with Liara, I'm just assuming it's the same for Ashley.)
