I found I had the exact opposite experience, in that ME2 made my Shepard (Teagan) way more renegade.

I'd say in ME1 she's fully bought into the idea of being an upstanding citizen. Escaped a life of crime on earth...blah blah blah...is now an Alliance Commander. Your standard bootstraps success story.
ME2 she's in a steady slide back into 'old ways' in a sense. She tried doing all the right things before, by the book, the proper way, and she still got screwed. Lost everything. Was abandoned by those she had faith in. Is thrust back into the same kind of environment she grew up in, dealing with the same kind of lawless criminal types.
So she reverts to a more renegade path, which is how I see my pre-Alliance earthborn Shep, YMMV. She really embraced that life before enlisting (compelled by traumatic events, but that's another story.)
