If you are already familiar with using Texmod to load textures that others have created, then it's pretty easy:
To get the vanilla textures out of the game:
-Click "Logging Mode"
-Make sure "Draw Control..." "Show Texture..." and "Replace Texture" are checked
-Choose and output format (default BMP should be fine)
-Choose a Log with button (default Enter should be fine)
-Choose an Output folder
-Click Run
ME3 will start, once you are in game, make sure the texture you want to edit is visible on screen/loaded in memory.
Start pressing the + and - keys on the numpad to cycle through the textures in memory (the actual texture will overlay on the game and if that texture is visible in game it will be replaced with a flat green texture). It can take a while to find the texture you want as several thousand will be loaded into memory.
When you find the texture you want to edit press the Enter key. Some items will have several texures associated with it. For example, the armor has the diffuse (regular color), a specular (looks similar to the diffuse but is all oranges and greens), and a kind of mapping texture (I'm not sure the technical name, but it determines where the tint and pattern color overlays will effect the diffuse, and where the base diffuse texture will show through). There is also a normal map, but I haven't been able to get that to log... perhaps I have to choose a different format (DDS maybe?) but I haven't needed to edit the normal map yet, so I haven't really experimented.
Now, in the output folder that you specified, you'll have all the BMP files that you pressed enter on and also a texmod log file. Open the BMP file that you want to change and edit in Photoshop or your editor of choice. When finished save as the same file name.
To build a TPF file from your edited files:
-Click the "Package Build" button
-Click the small folder button next to the Definition File field
-Browse to the texmod log file in the directory with your edited files
-If you plan to release your mod, you may want to enter a creator name and comment
-Click the Build button and specify a name and location for your TPF file
To see your texture, go back to "Package Mode" and add your TPF file like you would any other downloaded mod. Load up the game and see how it looks.
