@Ottemis and whoever else might want to know
All right, so, my little work-around hasn't messed anything up so far. 'Course I'm only at the beginning of the game at the moment, so there may still be issues that I'm unaware of.
Also it is important to note that this method will only solve the problem with replacing the normal map used by Femshep's 3rd complexion setting. It won't work for any other textures. Sorry about that, but this is because the texture I'm using for this is not the original map (the one logged as 0xCBE96F53 by TexMod), but an 8x8 normal map (logged as 0x907B7783) that also wraps the face.
Now I don't really know what this texture actually
does to FemShep's face, but replacing it with my normal map hasn't had any adverse effects thus far. At least not that I can tell. I'll let you know if I discover otherwise or figure out its actual purpose.
In the meanwhile here's how I got around the problem. You'll need TexMod (obviously) and Gibbed for this.
Firstly, you'll need to create a blank normal map. You can do this by creating an 8x8 image in either Photoshop or GIMP and fill it with the color blue (R:0 G:0 B:255 or #0000ff). Then save it as a DDS with either DXT1 or DXT5 compression. This blank map is going to replace Default Jane's normal map (logged as 0x10B2CD7B).
Next you'll want to open up Gibbed's Save Editor and load up one of your saves. Go into the Raw tab. Under Player, Appearance, and Head Morph, you'll find Texture Parameters. The texture you're changing here is HED_Norm. You'll want to replace
BIOG_HMF_HED_PROMorph_R.Normal.HMF_HED_PROCustom_Frek_Norm with
BIOG_HMF_HED_PROMorph_R.PROShepard.HMF_HED_PROSheppard_Face_Norm_Stack. This will give you Default Jane's normal map, which you'll be overriding with the blank map you've just created.
The reason you need to do this is because, since we're not actually altering the original map, it will still appear beneath your new texture. And we're blanking out Jane's specifically because I don't think it is used by any other character in game. So you shouldn't run into any characters lacking a normal map. At least I hope not. Let me know if I'm wrong about this.
So you should have at least two textures in your TPF, your blank map and your new map. Your TexMod definition file should look something like this:
0x907B7783|[Path to TexMod.log]\\[New Normal Map].dds0x10B2CD7B|[Path to TexMod.log]\\[Blank Normal Map].dds And that should do it! Enjoy your new normal map. :3 Hope this helps you guys... Aaaannnd I hope it doesn't end up being poor solution that causes too many other problems. >.>
Also, I apologize if I've made this unnecessarily confusing or included too much info you guys probably already knew. I was trying to make this easy to follow, but I don't know how well I've succeeded in that respect.
Anyway, here are my in game results using this method:

My Shep's beginning to look like her old self again.

I mean her face isn't quite right and her eyes look... odd, but still. Progress!
