I downloaded all me pre-order content,and have shale,but when i save and get disconnected from the internet i can no longer access that save with shale on it. I can access an earlier save that I have my other downloaded items but not shale and the town he was in isn't on the map anymore. Do I have to have internet connection to use shale and the save file he's on?

Apparently you need to be connected to the Dragon Age servers to access any DLC, regardless of the platform. I believe its their way of combating piracy. Sucks for those that do not have a highspeed connection.
