I think it might depend on who Shepard is with and what they both want with the relationship, though that can be limiting because it's a game, lol. I also wonder how different cultures would act seeing certain relationships, like Tali's for example. Imagine those two walking together holding hands on the Quarian fleet, would be a nice touch though.

As for the past romances, I believe that you can start up a new romance with VS/Liara, but not the ME2 romances. I do not know why this is.
This is actually for those who decided not to have a romance in ME2 and staying loyal with their ME1 Romances. In other words you didn't cheat on them.

I think it feels like cheating because of the heartfelt email, but GRRRRRRRRRRRRR. ME1 romances in ME2 should've been handled better.

However,
I get the impression from the files that Shepard & Tali were on a break sometime between ME2 and ME3 and/or during the trial because Tali had to run off to the quarian fleet to help them.
When she gets back on the squad, she doesn't presume that they're still together but asks what they are. This could be another way of saying that she's open to rekindling the romance if Shepard wants someone. There are lines elsewhere in the files that are essentially just that.*
The other possibility is that it's a unrequited love thing. That Shepard can't pursue Tali again because he's presumably not interested period if he wasn't in ME2.
*If I were to guess, it's this. But these lines are something to consider in context of new romances anyway.

heck, I just read an article the other day about 2 highschool sweethearts reuniting, both of them in their 70ties. they both had families, but neither one forgot the other. not the first time I read something like that. won't be the last time either
you don't necessarily have to "pine" in order to still be open to rekindling relationship. 2 years is not that long depending on how you look at it.
and Ash/Kaidan do try to move on. Liara? well... not only does she know that Shepard is coming back, but 2 years for an asari are like, what, couple of months for a human? weeks even?
