i am confused lets say i didnt romance anyone in mass effect 1 or 2 wil i be able to romance in mass effect 3 ?

Considering that it is confirmed that new romance-opportunities appear, yes.

I don't think i's possible to romance someone that you could have romanced in ME1-2, though.

ME2 romances are not possible, ME1 are and..perhaps there might be a few mini-romances.

I wouldn't count it out. I mean, Garrus and Tali I could see harboring romantic feelings for you and just not having acted on it and then doing so in ME3.
Don't really think there's any information on that, but I would think it's only logical they could be a romance option again.

I think I read in the leaked script that you will be able to romance the VS if you didn't in the first along with some new options... but I'm not 100%.

Regarding the ME2 romances...

You can continue them in ME3 if you started them in ME2, but you can't start them.
