I had the main issue of the voice-over lag and many apon many glitches since the last patch and here is how i solved the issue.
1) delete your patches and DLC file.
2) redownload and instal your DLC.
3) play the game WITHOUT downloading the patch.
the only drawback is that you will not beable to sign in to your PSN account but it works, I have tried it myself.
Stopping the glitching and voice-over lag.

Make sure you save often. Before the 1.01 patch it had a habit of corrupting peoples saves.

its the 1.03 patch. when you start the game for the first time you are asked if you want to download the newest update for the game. you can easaly skip the download by pressing circle but you will be prompted to download it everytime you start the game up.
