She's still the Normandy and in the Normandy but she can also take over the fembot body...don't forget her multitasking abilities.
think of it as a remote controlled body while her real body is still the normandy. in the pic she's sitting down besides joker with tubes attached to the back of her head, i'd wager that's where she recharges after each mission or does maintenance.
Not to argue, but I feel the opposite may be true. Pretend you're the Alliance and you get your hands on Shepard's Cerberus SR2. Then you find out it has an unshackled AI onboard. The first impulse is to delete it. The compromise you make with Shepard is to hardwire EDI's higher brain functions into a ROM body that can interface with SR2, but if it goes rogue you can still unplug it and put a bullet in its head.
