Do you seriously believe BioWare isn't trying to attract shooter players through the gameplay changes they've made? Honestly?
I've been playing computer and video games since the early 1980s. I play games on the PC and all three consoles. I play games in many genres: RPG, action-adventure, shooter, survival horror, sports, party, simulation, etc.
The ME series is my all-time favorite: I've played ME 12 times and ME2 14; I played two ME2 chars from scratch to see how not importing an ME character would affect the story arc. I'm keenly aware of the gameplay changes over time.
So after you take a deep breath and dry your eyes, take a look at Halo, MW, and Battlefield sales figures compared to the ME series. Take a look at how many quality studios have shut down over the last couple of years. Remember that studios need to keep the doors open and the lights on.
What I find most amusing is your naivete.

The reason why I laughed was because you said that Mass Effect should cater more to shooters when they have said multiple times that they are gearing the game to the shooter crowd already. I get all crazy when someone says something along the lines of "Make mass effect more like COD!" because there is already so many games taking the same route. Mass effect is also my favourite game because it is so different from the main game market. I don't want all my favourite video games to degenerate to the same gameplay style just with different characters.
I can see where you coming from as a business point as it is better to cater to the shooter for money. However, if the company puts money ahead of quality then you'll get what COD is like now...putting out a new game every year with only 2 or 3 new weapons and different maps.
I am part of the minority as you put it but thats what makes Mass Effect great as it pleases everyone and not just one group of people.
