I'm on my 2nd to last ME1 playthrough, playing as an infiltrator for the first time.
All I can say is... I'm getting SMOKED.
I did OK on Eden Prime, but I died about 8 times on Noveria.
I'm playing on normal difficulty and, like I've said, I've played this game a BUNCH already, so I have an idea of how to deal with enemies.
My shields just get ripped up and I get dropped FAST. I use shield boost and have decent Phoenix armor (medium), but I get disabled quickly and then "floor-killed."
Am I just TERRIBLE at this class, or is Infiltrator harder than other classes for some reason in ME1?
Infiltrator as hard as it seems? (ME1)

It wasn't for me. It is pretty strong after you get enough points that you have a semi-auto sniper rifle. It was tricky early on new game insanity, but I got through it.
I am not a fan of Phoenix armor at all. You don't have anything that is better? Are you using one of the medical upgrades?
What points have you invested, and what weapons and equipment do you have?

Lose the phoenix armor, even Onyx gives better protection. Depending on your level, I'd recommend buying the scorpion IV from the Normandy quartermaster. Also develop your immunity skill. It's like an I win button.

Easy Infiltrator - evolve Immunity ASAP; when encountering enemies - put Immunity on, shoot them till they drop, rinse, repeat. Until you get enough skill points, I recommend Kaidan as a squadmate, specced as a biotic. You may want to balance the team with Ashley or Wrex (develop class talents and Immunity first). Or add Liara after Therum and go bananas with biotics.

Liara is probably the best squadmate. In fact I usually played most missions with her and Garrus. Kaidan is good before you get her, even if I rarely used him.
I don't remember how the points work out, but I liked to go max damage, max heat reduction for the rifles on the Infiltrator. The sniper rifle then becomes the only weapon you need, although you can switch to pistol with Marksman if you really need to. I usually wasted my bonus on Assault Rifle though, just to have another weapon.
I found hacking irritating in the first game. Especially when they were the last one left and would still target you.

If you evolve Pistol and Immunity first you should have no problem.

(1) Two words: Master Immunity
(2) Take Hacking as a bonus power, even if you never use it. It improves the cooldown of all your Tech powers.
(3) Commando specialization + Marksman/Immunity spam.
(4) For Rachni and Husks, it helps to use shotgun even if you don't have special training in it. High Explosive Rounds is especially effective.

I actually JUST unlocked immunity. I was too busy focused on Sniper training and Decryption (for some reason).
I just happened to take hacking as a bonus power.
I don't like spending creds on armor when I typically get decent drops. I prefer to save them for Spectre gear. But, it might get to that point soon.

I actually quite infiltrator because you can do some genuine sniping i.e. park the Mako on some mountaintop and drop enemies from far, far away. I think I did my first insanity run with a Infiltrator. Biotics are so awesome in 1 that I would always have two with me- two out of Liara, Kaidan and Wrex. In fact Liara and Kaidan would be my I-win team. They'd CC, I'd hit with my sniper rifle.

To each their own. I found that having any more biotics than Liara was not really a bonus because the enemies are flying all over the place and they are harder to kill. Liara seemed to have fast enough cooldowns that you could use singularity and lift on as many badguys as you needed without making it ridiculous.
I suppose the half biotics together aren't bad since they don't have both the powers.
As for the armor... yeah you will get decent stuff eventually, but there is a lot of crap. Early game it might be wise to purchase something decent for Shepard. You can give the squad the hand-me-downs.

If I am wasting time trying to kill enemies that are half in walls or in the floor, or who have rolled all the way down a hill, then I am doing it wrong.

Just did the misson on Therum (Liara recruitment) and I jumped out of the Mako at one point and, along with Garrus, sniped a damn Geth Colossus to death.
That made the Noveria ****-whupping I went through worth it.
Again, thanks y'all! I'm getting the hang of it. Shield boost and Immunity have REALLY made things easier.

a solid Inflirator build will help. Also Wrex and Ashley are good tanks on your team. Kaiden is an excellent support member.

@OP Shield Boost is not that impotant. I'd rather focus on one offensive talent(say Sniper Rifles, or the class specific one) after developing Immunity as early as possible. Also, next time try Therum as the first major planet after leaving the Citadel for the first time. The whole mission is quite easy, only the end boss is a bit difficult, but the fight can be made trivial by Kaidan, if specced as a biotic (Throw + Lift, etc.)

I usually would just run over the Colossi with the Mako while shooting at them. Then they can't do anything.

Throw doesn't work on the Therum battlemaster, but a maxed out Lift makes him a cakewalk. I always do Therum first to recruit Liara as she's one of my faves (OK, one run I left it till last to see hallucinatory-Liara just for giggles).
I miss genuine long-range sniping in 2. Taking out enemies before they even know you're there...
