I always like doing Arrival after the SM for continuity purposes. It feels like the right lead in to 3. That said you'll be getting some research upgrades in Arrival you won't be able to use till after.

With doing Arrival first, you benefit from the Research Upgrades that you can find there. Before doing the Reaper IFF and then the SM.
And so you know, you are generally able to do one or two missions/ assignments after the Reaper IFF, except if you immediately do Legion's LM, which would start the abduction sequence. There is more details here for the SM.

Yep, what the others said. I think it makes more sense story wise for it to come after, but they give you the option to do it early so you can get the upgrades.

I will probably do it first. The story is great for a game but I want to have most of my skills maxed for the end. You know what is actually a great story "The Hunger Game". I have been looking for something after Song of Ice and Fire and Robbin Hobb and the story has pulled me in the same way.

I always do Arrival dead last for continuity sakes, but for pure gaming purposes, it should be done as soon as its available after Horizon (either right before/after LotSB) to net the most in-game benefit.

The most notable difference you encounter when deciding to play The Arrival before or after the Suicide Mission is who you get told off by. *spoilers* If you enjoy chatting with Harbinger face-to-face, do it after the Suicide Mission.
You can have all your skills maxed with or without Arrival, it just has three useful upgrades you can obtain while playing through it: +1 Medigel Capacity, +15% Heavy Weapon Ammo, and +10% Health.

Eh, I don't know. It is a good point that the purpose of the human reaper is probably not to replace Sovereign as far as returning to the Citadel to reactivate the relay there, and that might be enforced by Arrival. The notion that this means it should take place before the Suicide Mission is one I disagree with though.

Well here's the thing I just done it and it before the end of mass effect 2 'base game' why you get told that the results will delay the reapers arrival by months due to the loss of the relay. Secondary what is said at the debriefing states that story wise the Collectors are not dealt with.

^ the dialog changes a little bit, depending on when you do the mission. I have done it before and after the "end" of ME2

That's my general rule of thumb. When in doubt, play the DLC in order of release. Shadow Broker, and certainly Arrival, were released long after most players had beaten the main storyline and tie in to the free roaming post game/gameplay of ME2.
