Yes Juz, some items tier is determined when you acquire it. The Warden Commander armor is one of these.
However if you sell it to the blacksmith from WK, it will be upgraded if you leave and come back. It will cost a lot to purchase though, so be careful.
You don't even have to leave, just talk to him again. Honestly, I'm fairly unimpressed with Juggernaut. It's one of the two high end massive sets that actually requires a helmet, and I find they contribute to the memory leak issue more than anything else. I go out of my way to never use helmets, and it takes considerably longer for the load times to become an issue like that.
Blood Dragon Armor is very good, but it's also hideous so I usually don't use it. Legion of the Dead Armor is awesome, Warden Commander's Armor is amazing at a tier 7 level, Wade's Dragonbone set is extremely good (2 stam regen and 10% fatigue with powerful and 30 armor? yes please.)although I like his heavy set better (I'd never take anything but his medium set if it were scale instead of splint >.>) Knight Commader's Plate is amazing for a tmeplar to build a set around, and if you can put it together, and diligence bears honorabl mention here, since it;s a tier 6 heavy armor set with 27 armor. Effort and Duty is also insanely good. There's actually far more good armor than people to wear it unless you make Morrigan and Wynne arcane warriors. Which i actually recommend for Wynne anyway.

Never had any memory leak issues, no matter how long I played. Load times are around 1 to 3 seconds(at most). Are you playing on a console?

Thankfully, taste is subjective.
Statistically though, Legion is pretty crappy(when compared to the top class armors anyway). It tries to be an offensive armor, but is completely overshadowed in that category by both Warden Commander and Wade's Sup Dragonbone(both of which sport -fatigue and +stamina mods). Hell, even Blood Dragon(top class tanking armor) beats it in offense.
The maximum amount of Warriors you can use at once(if you want to) is obviously only 4. This nicely coincides with the amount of top class(IMO) armors available right now. Blood Dragon and Juggernaut on two tanks, Warden Commander and Wade's Sup Dragonbone on two DPS Warriors.
Best Massive armor sets in the game(again, IMO, though the statistics speak a pretty clear language).
There's definitely some non-set pieces worth considering as well(like the already mentioned Knight Commander's Plate among others), but if you want to wear something that matches, can't go wrong with these.
