Because characters could be dead and ME3 needed more sexy new perma squad mates.

Yeah, but what does that mean?  I mean, Garrus could be dead but he made it into the sqaud.  What could Grunt, Jack, Miranda, or Jacob even possibly be doing other than supported Shep?

i could tell you, but i would have to kill you

Depending on your playthrough, Shep's permanent squad in ME3 could be this (if no new characters were added):

Liara
Ashley/Kaidan

And that's how it should be.  Shouldn't it?  I mean they're dead.  But where are characters that couldn't possibly doing anything else such as Grunt?  He literally new no other life than with Shepard.

One reason is that they want a fresh character for the new audience who will jump in ME series from ME3 itself.

To be fair however, in order to import, Shep needs at least two squaddies survived.

So how many possible combinations is that? Too many to possibly be feasible unless your willing to sacrifice quality.

Exactly. I could live with Liara (LI) but the VS in every mission. I don't know Shepard...

That's what people asked before ME2 comes out too.

And now they're all complaining that those characters who used to be new are no longer on the squad. Funny how that works.

I know a couple of rather intelligent meatshield looking guys... I used to do some rather intellectual gaming with them regularly...

Perhaps you shouldn't judge vega by your own narrow views until you've played with him... Just Saying...

I guess.  I'd rather see him stay with Shep though.

Ultimately, it means Bioware cared more about returning a plot-irrelevant fan favorite than other more plot-relevant characters, and so deemed the fan payoff worth the trouble that marginalized most of the others.

I'm not saying that he looks unintelligent.  I'm saying I do not like the way he looks.

New characters add to the story. We could have just kept the same squad from ME1, but imagine how less interesting the story and ME universe would be without those characters.

With Vega we get a character with an interesting perspective; the perspective of a person who hasn't been around the other races very much. I think him and Shepard will have very interesting interactions as Shepard is so well-traveled and Vega has been relatively sheltered from the galaxy.

Yeah you can have basically any combination. Way too much variance.

Tali and Garrus are the two most popular characters by a big margin. Liara was the most romanced character and not killable in ME2. VS will probably only get a role like the other characters from ME2.  Probably a few cameo missions and not being part of the general squad selection.

Thats not to say I'm against the idea or anything, but from a workload level of sense, the amount of dialogue they would have to record and animations to create if you were to have every character carry over would be insane. I'd love to see it - but wow, that would be TOR level of commitment.

So it makes sense to introduce a few new characters plus the return of Liara because EVERYBODY will have those characters.

Not everyone will have Wrex, Grunt, Miranda, Jacob, Jack, Kasumi, Zaeed, Thane, Samara, Morinth, Mordin, Legion.

But everyone will have Liara and the two new squad mates and almost everyone will have Tali and Garrus as well.

It's Garrus. Of course it's worth it.

Because him not staying with Shepard is so unlikely.

So if I bulked up and got a mohawk, I could be on Jersey Shore?

Well, it's not like game quality suffers from it or anything.  They contribute an awful lot to the story in ME3.
